COFEP was established as a project of the non-profit organization Connectief. It was initiated as a project within the training centres of the Flemish unemployment service VDAB. Its partners inlcude Connectief, Vlaanderen department of eductaion, VDAB, FWB, KOV, GO!, Logis, FOREM, Funoc and ADG.
